There is one issuing carrier agent allowed per account.  You can go into your company information and change the information for the issuing carrier agent and then change the airline information as well.  But this is not something that can be done in Step 3 and is auto populated for your convenience.

Yes.  You can edit the handling requirements within Step 3.  You can also assign new handling requirements to a consignee within your shipper contact library.  Everytime a consignee has preassigned handling requirement information, that content will auto populate on the air waybill.
